Bhubaneswar: The Odisha Human Rights Commission (OHRC) declared using the term ‘Dahani’, meaning witch, should be treated as a criminal offence. The Commission issued strict directions to strengthen measures against witch-hunting in the state while hearing a case dating back to 2018. The OHRC reviewed the Odisha Prevention of Witch-Hunting Act, 2013, and the Composite Action Plan of 2014. It observed that the existing framework lacks effective provisions to eliminate superstitious practices. Despite legislation, witch-hunting continues in certain areas due to gaps in enforcement and preventive measures.
